AB 32 – Implementation

Under AB 32, ARB must:

Develop a Scoping Plan. By January 2, 2009 adopt a plan for reducing emissions from significant GHG sources via regulations, market mechanisms and other actions.

Develop an Emissions Inventory and Mandatory Reporting System. ARB’s regulation must require the mandatory reporting and verification of GHG emissions. It must also establish the 1990 emissions level as a limit to be achieved by 2020.

Identify and Implement Early Action Measures: By June 30, 2007 develop a list of “discrete early action measures” that can realistically be enforceable on an accelerated schedule by January 1, 2010.

Establish Advisory Committees to Inform the AB 32 Implementation Process

• The Global Warming Environmental Justice Advisory Committee was created to ensure a voice in the AB 32 implementation process for people and communities that are most affected by pollution and global warming.
  
  
• The Economic and Technology Advancement Advisory Committee (ETAAC) has expertise in business, technology research and development, climate change and economics.
  
  
• Environmental Groups’ Comments to ETAAC
  
  
• The Market Advisory Committee, established by Executive Order S-20-06, is comprised of people with public policy experience and professional or academic expertise in market-based compliance mechanisms such as trading, offsets, banking and auctioning of emission allowances.
  
  
• June 30, 2007 – Market Advisory Committee Final Report to CARB
